Biography

JOHN SMIRNOW
John Smirnow, Of Counsel to the firm, is a former legal advisor to the Chairman of the U.S.
International Trade Commission. He is also a former international trade associate to a national firm, where he helped establish the firm’s customs practice. John advises clients on global trade compliance, antidumping and countervailing duty proceedings, and trade policy. He has represented a broad range of industries, including semiconductors, consumer electronics, specialty chemicals, pharmaceuticals, aircraft, agriculture, cosmetics, and textiles.

John’s global trade compliance experience includes civil penalty proceedings, classification, valuation, country of origin, internal audits, due diligence, duty preference programs, and World Customs Organization proceedings. With respect to antidumping and countervailing duty proceedings, John has represented both petitioners and respondents in original investigations, sunset reviews, administrative reviews, new shipper reviews, and scope inquiries. John’s trade policy experience includes representing clients before Members of Congress, the Office of the U.S. Trade Representative, the U.S. Department of Commerce, and U.S. Customs and Border Protection.

John received his Master of Law degree, with distinction, in International and Comparative Law from the Georgetown University Law Center. He received his Juris Doctor degree, cum laude, from the Thomas M. Cooley Law School, where he served as Articles Editor and Board Member for the Law Review. John obtained his undergraduate degree from the University of Michigan.John is a former law clerk to the Honorable R. Kenton Musgrave of the U.S. Court of
International Trade. He is also a licensed customs broker. John is a member of the District of Columbia, Illinois, and Michigan bars.
